Prices are up. Budgets are tight. That makes choice a big deal when you buy contacts. The positive news is that federal rules give you real control over your prescription so you can shop where it makes sense for your wallet. That includes clear prescription lenses and appearance-focused options such as non-prescription color contacts, which still require a valid contact lens prescription even when they do not correct vision. The bad news is that contact lens providers, mostly of the in-store or optometry kind, are still trying to cloudy the picture.
What Just Happened
On June 3, 2025, the FTC said it sent 37 warning letters to eye-care prescribers after consumer complaints about possible Contact Lens Rule violations. The agency reminded clinics they must hand patients a copy of their prescription at the end of a fitting, cannot charge extra to release it, and cannot force in-office purchases. Those protections matter whether you are ordering standard lenses or FDA-approved colored contacts, since both require accurate prescription and fit details before purchase. Civil penalties can hit $53,088 per violation.
And this situation seems to be getting worse. The last comparable round publicly quantified was 24 cease-and-desist letters to prescribers (Feb 21, 2023). That’s about a 54% increase in the number of lettered prescribers this year vs. 2023.
Your Rights in 1 Minute
- You get a copy of your contact lens prescription when the fitting is complete, even if you don’t ask. No extra fees, no waivers.
- A clinic must provide your prescription to your designated agent (for example, an online seller or you via email) within 40 business hours of your request. They must log who asked and when they sent it.
- A prescriber can’t make you buy lenses from them or refuse an exam unless you agree to buy eyewear.
Your contact lens prescription is generally valid at least one year unless there’s a documented medical reason to shorten it. State law may set longer terms.
How Online Sellers Verify Your RX
You have two paths. Whether you are ordering standard lenses or contact lenses for reading, the seller still needs the prescription information for the exact lenses prescribed to you.
- You upload or send the prescription directly (email, text, portal). Sellers must offer a way to present it before they try verification.
- Seller verification. The seller contacts your prescriber. If the prescriber confirms, corrects, or doesn’t respond within eight business hours, the prescription is verified and the order can proceed. “Business hours” means 9–5 on weekdays plus known Saturday hours. This is what Lens.com does for its customers – make the process extra easy.
What Records Your Clinic Must Keep
Prescribers must document that they released your prescription. Usually that’s a simple signed confirmation or proof of a digital copy sent. They must keep that evidence for three years. There’s a narrow exception for prescribers with no financial interest in selling contacts.
If a Clinic Stalls You or Asks for a Fee
You can try this sequence:
- Ask once, in writing. Include your full name, date of birth, exam date, and request delivery by email or print. Cite the Contact Lens Rule. Give them one business day to respond.
- Escalate. If no response, tell them you’ll file a report and ask them to send the RX to you or your designated seller within 40 business hours as required.
Report it. File with the FTC at ReportFraud.ftc.gov. Their consumer guidance page has the steps.

Common Myths, Fixed Fast
- “Decorative lenses don’t need a prescription.” False. All contact lenses — including cosmetic/plano options such as pure hazel contact lenses — require a valid prescription.
- “Only U.S. sellers follow these rules.” Any seller shipping contacts to U.S. consumers must comply with the Rule.
- “If my doctor sells me lenses, they don’t have to give me the RX.” If they’re willing to sell, the fitting is complete and they must give you your RX.
Why This Matters in Today’s Economy
When clinics release prescriptions without friction, you can compare prices, rebates, and shipping across channels, including online, instead of being boxed into a single checkout counter. The FTC’s own summary says the Rule exists to enhance consumer choice and competition among sellers, which is exactly what tight budgets need.
Heads-Up: Policy Noise on Verification
A bill to change prescription verification, H.R. 4282, was introduced in July 2025. It would “modernize” verification and add specific electronic submission requirements. It’s introduced only; no changes to your current rights today. Expect debate from both sides of the aisle and from industry groups.
A Checklist Before You Shop
- Get your RX in hand or ask the clinic to send it to your seller.
- Check the expiration date and number of refills.
- If a seller needs to verify, expect an eight business-hour window.
- If a clinic demands a fee or waiver for release, that’s not allowed. Report it.
After confirming that your prescription is current, you can compare colored contact lenses for sale from legitimate sellers while making sure the exact product matches your prescription.
